Google Ads Conversion Lift self service: who qualifies and is a representative still needed?

Search Engine Roundtable reports self service Google Ads Conversion Lift access. Google documents setup and eligibility rules for studies based on users, but universal access without a representative remains unconfirmed.

Key Highlights
  • Google documents advertiser setup for Conversion Lift based on users, including Search and Performance Max campaigns.
  • Eligibility requires at least 1,000 observed conversions, a $5,000 USD minimum campaign budget for the study and at least one compatible tracked conversion action.
  • Supplementary conversions do not count towards the minimum required conversions.
  • Each campaign can participate in only one study at a time.
  • Google's overview still directs advertisers to a representative and says Conversion Lift is not available to all accounts.

A $5,000 minimum campaign budget is not a $5,000 promise of a useful budget answer. Easier Conversion Lift setup would be welcome, especially when Search or PMax looks efficient in reporting and someone asks how many of those conversions would have happened anyway. But the claim that a representative is no longer needed gets ahead of Google's own overview, which still directs advertisers to their account representative. Having setup instructions and having access are different things.

The conversion goal deserves more attention than the entry threshold. An account can generate plenty of enquiries and still struggle to produce commercially useful leads. Measuring incremental enquiries answers a different question from measuring incremental qualified outcomes. I'd choose a compatible goal that fits the budget decision, then follow downstream quality through analytics tools or advanced CRM reporting. That follow up matters, but it does not turn a study measuring enquiries into proof of incremental contracts. If the extra enquiries just keep the sales team busy, the result may look better than the business feels.

The holdback is a commercial decision too. Google allows 1% to 50%, with 30% required when running alongside Brand Lift and Search Lift. That needs planning around sales targets and budget pressure, not clicking through because the account clears the minimums. Tracking readiness warnings do not prevent saving, so getting the study saved is not confirmation that the measurement is ready.

I'd use a credible lift result to challenge how much faith we put in reported CPA. But evidence of incrementality at the tested spend level is not a blank cheque to scale. The next slice of budget still has to earn its place.

Questions people ask

What are the minimum requirements for Google Ads Conversion Lift?

For studies based on users, Google lists at least 1,000 observed conversions, excluding supplementary conversions, a $5,000 USD minimum campaign budget for the study and at least one compatible tracked conversion action. Meeting these requirements does not guarantee account access.

Do I still need a Google representative to use Conversion Lift?

Google's setup documentation provides an advertiser workflow, but its overview still says Conversion Lift is not available to all accounts and directs advertisers to contact their Google account representative. The documented workflow does not confirm that representative involvement has been removed universally.

How do I set up Google Ads Conversion Lift based on users?

For accounts with access, open Campaigns, then Campaigns, Experiments and Lift studies, select the plus button, choose Conversion Lift and select Continue. Choose Based on users, select Continue, configure the study and select Create study. You can select campaigns, conversion goals, metrics and dates, and set holdback between 1% and 50%. A 30% holdback is required when running with Brand Lift and Search Lift.
